Help me translate this sign...

I can't make out the ending of this sign and people won't help me translate it because they say it is a bit rude. I don't mind - just explain someone! It is about people who throw garbage...

Yes, it is very rude sentence to Azeri ears.
I will translate it for you but the photo you posted does not show all words of the sentence. Last one or two words missing but one can guess whatever word is there it would not be a polite one. Even if we grant that all words of the sentence is in photo, it looks like an incomplete sentence which suggests more than what it says explicitly leaving the unspoken part to the imagination of reader. Here is the translation:
"The mother of the one who throws (puts/disposes) trash here is in roof"
It is a way of offense/cuss which offends person who disposes the trash close to the wall by offending the mother of that person. It is very male-oriented (the worst/most threatening cussing in Azerbaijan for a male to receive is to cuss his female relatives, especially mother and sister.) and rude phrase and may suggest that the mother of person who disposes trash copulates in roof (implying that she prostitutes). So the person who wrote that cuss intends to discourage people from disposing trash under the wall by way of preemptive offense.
