This is a beautiful song, full of history. When the Soviets started to collapse this song became a popular expression of people's mood. People interpreted it politically as a song where yearning of Azerbaijanis who separated from one another against their will (South Azerbaijan, part of Iran, and North Azerbaijan, part of the Soviet Union at that time) was vocalized.
Məhəmməd Şəhriyar was famous Iranian poet of Azerbaijani origin who wrote in Azeri and Persian. You may want to check his "Heydər Babaya salam" poem.
